CITY OF ASHLAND: Traffic changes start Monday night

City of Ashland issued the following announcement on Sept. 27

Traffic changes start Monday night at 13th Street (US 60) and Blackburn (KY 168) in Ashland for utility work

Nightly lane closures on 13th Street

FLEMINGSBURG, Ky. (Sept. 27, 2019) – Contractors replacing a gas line along Blackburn Avenue (KY 168) in central Ashland will begin nighttime operations next week at the 13th Street (US 60) intersection.

Beginning about 6 p.m. Monday, Sept. 30, crews will trench across 13th Street at the Blackburn Avenue intersection, and will reroute all 13th Street (US 60) traffic into one lane each direction. Work will continue each night through Friday, Oct. 4, or until complete. Traffic on 13th Street will return to the normal four-lane pattern by 4 a.m. each day.

During the night work, barrels and cones will be used to route 13th Street traffic around construction areas approximately 6 p.m. to 4 a.m. At times, travel lanes could be on opposite sides of the roadway. Motorists should slow down, follow barrels and lane markers, and watch for directional signs and barricades.

The work is the final phase of a Columbia Gas of Kentucky project to upgrade and replace an aging 10-inch pipeline under the westbound side of Blackburn Avenue between 13th Street and the Highlawn-Garfield avenue area. Construction has required daytime lane closures and flagged traffic on Blackburn Avenue since July. Work is being done under an approved permit with the Kentucky Department of Highways.

The state and utility company have worked together to minimize traffic impacts. However, because of the high level of traffic on the affected highways, motorists should expect congestion and delays during construction, and should plan travel accordingly.

In addition, Blackburn Avenue has been temporarily patched in work areas. Motorists should expect rough travel. After the utility replacement is complete, estimated within the next two weeks, the company will mill and repave westbound Blackburn Avenue to return the entire driving lane to its original smooth surface.
